Remedial Action Notice 2021/03: Suspension of anti-dumping duty on welded iron or mild steel pipes originating in Belarus or Russia

This public announcement is made by the Secretary of State in accordance with Regulation 94D (2) of the Trade Remedies (Dumping and Subsidy) Regulations (EU Exit) Regulations 2019[footnote 1] and suspends the application of the anti-dumping duty on welded pipes made of iron or non-alloy steel originating in Belarus or Russia in whole or in part to welded pipes to which the tariff quota for steel goods also applies.

Suspension of anti-dumping duty on welded iron or mild steel pipes originating in Belarus or Russia

Anti-dumping duty suspended

This notice relates to the additional import duties for welded iron or mild steel pipes originating in Belarus or Russia at:

(a) Tax Notice 2020/01: Anti-dumping duty on certain welded iron or mild steel pipes originating in Belarus, the People’s Republic of China and the Russian Federation (“TN 2020/01”); and

(b) Trade Remedies Notice 2021/01: Tariff quota for steel goods (“TRN 2021/01”).

If welded pipes made of iron or unalloyed steel originating in Belarus or Russia are subject to the additional import duty according to TRN 2021/01 (“protective duty”) because the welded pipes are imported outside of the allocated quota for product group G (gas pipe), the additional import duty will apply for the welded pipes according to TN 2020/01 (“anti-dumping duty”) suspended to the following extent.

Note: Welded iron or mild steel pipes originating in China, to which the anti-dumping duty is applicable, are according to the limited exemption for steel products originating in developing countries or areas under TRN. exempt from protective tariffs in 2021/01.

Duration unaffected

This notice does not suspend or otherwise affect the validity period of TN 2020/01 in relation to welded pipes made of iron or mild steel.

Revocation of suspension notices from 01/01/2020 to 03/03/2020

The following notices are revoked:

(a) Suspension Notice 2020/01: Anti-dumping duty on certain welded iron or mild steel pipes originating in Belarus, the People’s Republic of China and the Russian Federation;

(b) Suspension Notice 2020/02: Anti-dumping duty on certain pre-tensioning and post-tensioning wires and unalloyed steel wire strands (PSC wires and strands) originating in the People’s Republic of China; and

(c) Suspension Notice 2020/03: Anti-dumping duty on wire rod originating in the People’s Republic of China.
